National Reciprocal Borrowing Scheme
The National
Working Group for TAFE Library Services (NWGTLS) has established
a National Reciprocal Borrowing Scheme that operates in the states
of Victoria, ACT, Queensland and Tasmania.

Introduction
The TAFE Libraries
National Reciprocal Borrowing Scheme allows students and staff of
all TAFE Institutions to register and borrow materials in person
from any other host TAFE library in any other state in addition
to their own home library, thereby improving their access to library
materials. The scheme is designed to assist students and staff who
may be enrolled with or employed by a TAFE institution in one state
but who may find it more convenient to access TAFE library services
in another state. The reciprocal borrowing arrangements between
TAFE libraries in any one state are a matter for those libraries
and are not covered by this scheme.

Definitions
User:
an employee or currently enrolled student of a participating institution
Eligible
User: a user who is not currently in breach of the rules of
their home or a host library
Delinquent
User: a user who has breached the rules of their home or a host
library
Home Library:
the library of the institution at which the user is enrolled or
employed
Host Library:
a participating library in another state
Register:
the process of joining the program
Service:
the extension of lending rights and provision of access to library
collections and services including reference services, photocopy
services, and other services.

Rules

Eligible
Users may register at a host library upon presentation of a:
- current student card
- current receipt of fee payment
- current staff card

Students
may register until the expiry date of their student or staff
card or until the end of the year. Staff may enrol for the calendar
year.

Each host
library determines the conditions for users of the scheme, including
the number of items to be borrowed, loan periods, access to
equipment and services.

Delinquent
users are subject to normal disciplinary measures of the host
library. In cases of overdue material the host library will
notify the home library. It is the responsibility of the home
library to block its own delinquent users until all outstanding
material has been returned and/or fines paid.

Home libraries
or delinquent users will reimburse the host library for charges
for lost/damaged materials incurred by their users through misuse
of the scheme.
